Kevin has always been an outspoken, bipartisan leader for public safety and victims’ rights:

  • Authored Measure 11 to ensure violent offenders face prison terms appropriate to the severity of their crimes.

  • Protected crime victims through years of legislative victories, including creating and expanding Oregon’s Family Abuse Prevention Act, protecting students from sexual predators, criminalizing AI “deepfake” intimate images (HB 2299), and protecting survivors’ rights to speak without being silenced.

  • Backs law enforcement and first responders while supporting accountability for hard drugs and expanded treatment so repeat offenders can’t cycle back onto our streets.

  • Kevin is collecting voter signatures to put IP-50 on the ballot in 2026. This initiative–The Oregon Crime Fighting Act–will finally end the “catch and release” of criminals with felonies and Class A misdemeanors.

Affordability & Housing You Can Afford

Kevin is focused on lowering costs for working families and building more homes faster:

  • Co‑authored 2025 housing reform that opens 3,500+ acres of unused state‑owned land inside UGBs for affordable and middle‑housing, streamlines approvals, and cuts delays.

  • Helped advance common sense savings for schools (LED upgrades) that will save taxpayers millions and keep dollars in classrooms.

  • Stood up to local tax hikes: opposed Salem’s $500+ per worker payroll tax & seeks tax reform that would make living here less expensive.

  • Kevin is the author of ballot initiative IP-51 to end Oregon’s Death Tax, which is driving retirees and job creators out of the state to avoid paying 16% on the value of their property. Kevin is putting taxpayers in the driver’s seat on this issue by putting the issue to a vote in 2026.

Common Sense, Bipartisan Good Governance

Even with one‑party control in Salem, Kevin has passed more bipartisan legislation than any other legislator in state history—delivering practical fixes over partisanship:

  • Modernized our courts and cut red tape so government works faster and cheaper for taxpayers.

  • Worked across the aisle to ensure proper legal oversight at the Oregon State Hospital that will reduce delays, improve the quality and consistency of decisions, and ensure better outcomes for individuals receiving mental health care at this facility.
