Meet Kevin Mannix
Providing decades of effective leadership for Salem & Keizer.
Kevin Mannix is a small business attorney and community leader who serves Keizer and North Salem in the Oregon House (District 21). He built the Mannix Law Firm in Salem, where his team has spent decades representing and protecting local businesses, churches, private schools, and nonprofits. Kevin is known for using every tool at his disposal to protect taxpayers, hold criminals accountable, and encourage a more efficient, less intrusive government.
Kevin earned both his B.A. and J.D. from the University of Virginia. He spent part of his childhood in Latin America—living in Ecuador, Bolivia, and Panama while his father served in the Foreign Service. He attended Spanish immersion schools and became fluent in Spanish.
Kevin has practiced law since 1974. Before opening his firm in 1986, he served Oregonians as a law clerk to the Court of Appeals, an Assistant Attorney General for Oregon and for the U.S. Territory of Guam, and as an Oregon Administrative Law Judge.
Elected to represent Keizer and North Salem in 2022, Kevin Mannix is a proven legislator and prolific author of practical, results-driven policy. Even in years of one-party control in Salem, Kevin has built a reputation for working across the aisle, passing more legislation than any other lawmaker in state history, including his time served from 1989 - 2001.
Never compromising his commitment to common-sense values, he has consistently sought common ground to achieve real progress—despite special interests and political headwinds.
Kevin and Susanna were married in 1974, arrived in Salem that summer, and have called it home ever since. They raised three children here and are proud grandparents of six. Susanna has served our community for decades as a nurse at Salem Hospital.

Kevin leads the Mannix Law Firm in Salem, representing small businesses, churches, private schools, and nonprofits in business and personal matters. His team has helped clients navigate complex regulations, defend their rights, and keep their doors open—work that included standing up for local employers and ministries during COVID‑era mandates.
Community Leader
Kevin is active in civic life through the East Salem Rotary Club, the Keizer Chamber of Commerce, and the Salem Area Chamber of Commerce. He is president of the foundation that runs the East Salem Community Center, helped found Blanchet Catholic School (where he still serves on the board), and is president of the Salem Catholic Schools Foundation supporting local Catholic education.

As president of Common Sense for Oregon (and through his work with the Oregon Anti‑Crime Alliance), Kevin champions lower taxes and affordability, public safety and victims’ rights, and limited, accountable government—the same principles he carries to the Capitol on behalf of Keizer and North Salem.
